Blue Strike developed a Revenue Neutral Charging Program Financial Model and Site Analysis for the City of Fayetteville, NC, supporting the City's expansion of its public electric vehicle charging network across five municipal sites. The project evaluated the transition of existing charger assets from PWC (Public Works Commission) ownership to City ownership and planned an initial deployment of 16 chargers across eight dual-port units at Freedom Park, City Plaza 2, the Franklin Street Parking Garage, the Transportation Museum, and a PWC asset transfer. Blue Strike's financial model established revenue-neutral pricing strategies, determining that a launch rate of $0.35/kWh with a $1.00/minute idle fee would recover the full $150,493 capital investment within the five-year program horizon while generating approximately $57,786 above break-even in Year 1 and $335,612 cumulatively by 2031. The analysis included sensitivity modeling for electricity cost escalation, site-by-site infrastructure cost confirmation, and a phased implementation timeline targeting full program launch in 2027.
