Climate Action Plan

The City recently approved the 2040 General Plan, one of the Elements of the Plan included an Environmental Element.  Within the Element included Program Q – Climate Action Plan, Program R – GHG Emissions Threshold of Significance and Program S – GHG Reduction and Source Alignment.  In addition to the General Plan, the City certified an associated EIR that contained various CEQA mitigation measures.  One of those measures required completion of a Climate Action Plan to address Green House Gas (GHG) emissions that may result from potential development envisioned within the General Plan.  To address all of these different provisions, the City dedicated itself to completing a Climate Action Plan, addressing GHG emissions. The Pleasant Hill 2025 CAP will be a roadmap outlining clear targets, timelines, and strategies for reducing greenhouse gas (GHG) emissions, while promoting sustainable development, resilience, and equity throughout the Pleasant Hill community. The City intends to adopt the Pleasant Hill CAP by 2026 and include targets that reflect those set by Senate Bill 32 (SB32) to reduce GHG emissions by 40 percent below the 1990 levels by 2030 and Assembly Bill 1279 (AB1279) that requires achieving carbon neutrality by 2045. Stakeholder engagement was a large focus for this planning effort.
