Blue Strike Environmental partnered with the Tule River Indian Tribe of California to develop the Tribe’s Priority Climate Action Plan (PCAP) and Comprehensive Climate Action Plan (CCAP), companion initiatives funded by the U.S. Environmental Protection Agency under the Climate Pollution Reduction Grant (CPRG) program. These plans established a data-driven roadmap that advances energy sovereignty, climate resilience, and emissions reduction across Tribal operations and the Reservation. As part of this effort, Blue Strike developed the Tribe’s baseline greenhouse gas inventories for community and government operations, performed scenario analyses of future emissions trajectories, and set emission reduction targets consistent with state and federal goals.

After assessing Tribal priorities, California’s clean-energy policies, and available federal and state funding opportunities, Blue Strike designed six high-impact programs to deliver measurable energy, economic, and environmental benefits. These programs focused on establishing a Tribal Utility Authority, upgrading metering infrastructure, installing on-site solar energy systems, retrofitting the former casino complex, implementing phased efficiency retrofits, and enhancing water and waste management systems.

Each program was supported by detailed financial and technical analyses, including cost-benefit modeling, net present value (NPV) and return on investment (ROI) evaluations, payback period analysis, and co-benefit assessments. Blue Strike also integrated workforce development, co-pollutant reduction modeling, and comprehensive reviews of state and federal funding mechanisms to support actionable, implementable outcomes. Final deliverables linked energy planning with long-term Tribal economic development and environmental goals, incorporating policy and program analysis, quantitative benefit-cost evaluation, stakeholder engagement, program design, and implementation planning.
